Clock.framerate

SDL_gfx provides functions for framerate calculation and a few other things in SDL_framerate.c found in the source code
It would be pretty easy to just snatch that up and write a method for it in C without the need of involving SDLgfx to get the framerate functions.

There's an improved Clock class that's been sitting in a branch for a while now, which has a much-improved framerate algorithm. It's probably not as fancy as SDL_gfx's, but it does the job well enough.
I'm going to close this ticket, but it could / should be re-evaluated later, after the new Clock class comes out. Then we can see if it's needed anymore.
